I'm not a Debian developer; I'm just a user. So I'll defer to your
judgment about how this should be handled.
But I *do* think this is a bug. I'm just a vanilla Debian user. I say
# apt-get install openoffice.org
It dumps chinese on me. That's wrong (atleast, as long as the Chinese
haven't taken over the world :-) it's wrong).
