Do you have any -l10n-* except zh-tw installed? OOo depends on at last
one of them, and when you try to remove the last of them OOo's
dependencies of course aren't fullfilled anymore and apt trys to
remove them...

If so (what I think is likely), this is no error in the dependencies....
