octave-stk has been autoremoved from testing, so it is no longer a
blocker for the transition. Julien Bect is listed in the Uploaders
field, and thus is supposed to maintain the package.

The last blocker for the transition is octave-statistics whose
autopkgtest fail. I still have to investigate.
