Octave 4.4 transition, we are getting close

The transition is progressing quite well. There are still some packages with problems, though:

- libsbml: FTBFS for reasons related to Java (Bug#901455)

- octave-odepkg: We decided to remove this package from testing, for now.

- octave-tisean: ditto

- octave-ltfat: We should remove the problematic binaries from unstable or request the removal of tth package from testing.

- plplot: The SWIG patch (Bug#901504) worked. However, the package FTBFS on i386 for some mysterious reason. For all other architectures, the embedded libraries libcsirocsa et libcsironn.so are built, but this is not the cade for i386. I have no idea why this is happening. Anyway, this will block the transition.

- sdpa: This package is sid only, so it is no blocker.

- octave-communications: Mike Miller is working on it, IIRC.
