dh-octave v0.4.0 uploaded

I just uploaded a new version of dh-octave to unstable.  It accumulated 
some non-trivial changes: an autopkgtest suite, an improvement of 
dh_octave_check for avoiding problems when the package being tested is 
already installed in the system, and a new script dh_octave_examples.

I bumped the minor version to 0.4.0.  I am planing to release version 
1.0.0 by the end of the year or, at least, before the freeze cycle of 
buster.  This will indicate that dh-octave is a mature project (which is 
basically the current situation, but we have time for minor improvements 
& bug fixes until 2019).

Packages octave-zeromq and octave-stk will immediately benefit from 
dh_octave_examples.  However, when those packages are built against 
dh-octave >= 0.4.0, Lintian will issue the warning:

  P: octave-* source: package-does-not-install-examples inst/examples/

at least until Bug#897157 is fixed.
