The Cecill licence has a specific GPL-compatibility clause, basically, you can
use any of the cecill covered programs in a GPL fashion, so it is fine for
debian main. This is also what i remember the consensus was when this came up
on debian-legal, basically, you take the GPL-compatibility clause and ignore
all the rest :)
