I object this way of making ocaml transitions. Generally speaking a new release of ocaml may imply any kind of changes including, for example, source level incompatibility. I don't want my packages to be binNMU-ed for making a transition: I want to test them and perform a regular sourceful upload. If we want more automation we can implement it on top of our svn: we basically have all the piecese we need, we just need to standardize the name of the target who generate debian/foo from debian/foo.in files. Then a couple of line of shell scripts can rebuild all ocaml packages in the repo (adding lines to debian/changelog as well) and we can say to the maintainer something like: "hey maintainer, we debian-ocaml-maint automatically rebuild your package, it will be uploaded in a week if you will not look at it before". Regarding the list of all ocaml packages we already have it: it's available at http://pkg-ocaml-maint.alioth.debian.org including the package build order (topological sort according to build dependencies). If some ocaml related package is not listed there it's a fault of the maintainer which did not say so.
