I've sponsored the kamailio package for Victor severals times and also know his work in lua packaging from a $customer we both share together (and he contributed all the work back to Debian). He knows current state and best practices of packaging (e.g. Git with pristine-tar, upstream...,, cowbuilder/lintian/...), has excellent technical skills and I very much appreciate working with him.
