That makes sense, but in all fairness, then it should be advertised as
such - e.g. something like "the last stage is to observe your behaviour
in interaction with other maintainers and users, etc. for X months". 

Again, I don't mind waiting (for most of my packages I'm
DM-Upload-Allowed, so no blocking point), I was just wondering if
everything is OK or whether I need to complete some secret objectives I
don't know of.  Of course, if they are really secret you can't tell me
anyway :)
