Let's test if its a version 4 or greater key
Key is ok
Check for key expire stuff
Key has no expiration date set, nothing to check.
Applicant background:
My name is Stéphane Glondu. I am French. I am presently a PhD student in
computer science, in Paris. I've started using regularly GNU/Linux
(Mandriva) in 2002, on my own, mainly because it provided easier access
to programming stuff than Windows (which I was using before). I then
realized that this OS was far more useful, and gradually stopped using
Windows.
In 2005, I joined the technical staff of the association² ("CRANS") that
manages the student network of the campus of ENS Cachan (I was a student
there). In this context, I've been administrating servers running Debian
for three years. On my own computers, I switched to Ubuntu in 2005, and
to Debian in 2007.
Another goal of CRANS is to promote free software. We strongly encourage
our users to switch to Linux, and provide them with help. I took part in
the organization of install-parties and other related events in the
area. I attended myself to some bigger events (FOSDEM, RMLL).
All our scripts are free software, usually under GPL-2+, but are
probably too specific to deserve public attention. However, some members
of CRANS developed a software called MumuDVB³ for multicasting DVB
streams over a LAN. This software is used by CRANS itself, but is known
to be used in other places in France. My own contribution to this
project is very small.
I have a good working knowledge of C, OCaml⁴ and Python. I haven't yet
initiated a serious free software project myself. As part of my PhD
work, I've been contributing to Coq⁵ since last year. I've also started
contributing to Ocsigen⁶ and I joined the Debian OCaml Maintainers team.
I take part in the maintenance of many OCaml-related packages⁷, but I
also took part in the last two OCaml transitions, and now in the
migration of our packages to git (from svn). I've myself⁸ packaged
ocaml-csv, ocamlpam and lwt for Debian.
I am fond of the OCaml language, and for now, I am mainly involved in
OCaml-related stuff. However, when it comes to things I am remotely
interested in (not only OCaml-related), I tend to dig a lot into stuff
and I think this ability could be useful to Debian. I also happen to
take some random bug and (try to) fix it.
I maintain net-acct, which is used by CRANS, but was orphaned by its
retiring maintainer. Brice Dubost (the main author of MumuDVB) and I
have packaged MumuDVB for Debian⁹. I intend to maintain it in Debian,
and I joined the Debian VDR Team in this context. I am still waiting for
someone to review the package.

2. Philosophy and Procedures
-----------------------------
Stéphane has a good understanding of Debian's Philosophy and Procedures.
He answered my Questions about Social Contract, DFSG, BTS etc. in a good
way.
3. Tasks and Skills
-------------------
Stéphane is part of the Debian OCaml Maintainers team and works on
several ocaml packages, and also maintains grisbi, net-acct and mumudvb.
He answered my questions regarding T&S without problems.
4. Recommendation
-----------------
I recommend to accept him as a Debian Developer.
