   Applicant writes:
     A brief history of my hacking: (dates may be off by one)
     
     1.  Learnt programming (Pascal, Lisp, Fortran, PDP assembly) 1978-81.
     2.  Wrote a program to compute class groups of Imaginary quadratic
         fields in 1985-86. Code never published and now lost.
     2.  Played with TeX, DOS and x86 assembly in 1988 for use at TIFR, Mumbai.
     3.  Re-worked "dvips" for use on DOS PC's in 1989 at TIFR, Mumbai.
     4.  Learnt Minix and Operating systems from Tannenbaum's book in 1991.
     5.  Learnt about Usenet and through it about FSF and LPF in 1991.
     
       All work below this is on GNU systems.
     
     6.  Installed a UUCP based mail server over Minix-386 in late 1991
         for use at School of Mathematics, TIFR, Mumbai.
     
       All work below this is on Linux except items 11 and 14.
     
     7.  "Upgraded" to Linux and PPP-based connectivity in 1993.
     8.  EGA support for "mgr" and "svgalib" (sent to the authors) in 1993.
     9.  DNS server and Mail exchanger at TIFR, Bangalore.
     10. "X-terminal on a floppy" to run in ISI Bangalore network in 1995.
     11. Installed GNU software on Solaris/IRIX at IMSc in 1996.
     12. Installed a Debian GNU/Linux squid proxy server in 1997 at IMSc.
     
       All work below this is on Debian.
     
     13. Installed mirror in India for e-print archive arXiv.org in 1998-99.
     14. Worked on Debian Hurd port in 1999-2000.
     15. Installed firewall, DNS, mail, web, remote-access services
         and desktop machines using Debian at IMSc in 2001-2003.
     16. Put articles and writings about GNU and Linux on my web page and
         in Linux Gazette in 2004. (Some of these were written earlier).
     17. Learnt about Debian packaging in 2004.
     18. Adopted "tex4ht" in 2005.
     19. Adopted "elvis", "par", "pngcrush" in  2006.
     
     My role in Debian:
     
     1.  Finding and fixing bugs in packages that are in use by me or
         in the systems that I help manage.
     2.  Offering to NMU or to adopt packages where the maintainer is unable
         to apply necessary fixes.
     3.  Maintaining and improving on the structure of the packages that
         I have adopted.
     4.  Promoting the use of Debian and GNU/Linux in India through talks,
         paper and web publications.
     5.  Helping in the use of Debian and GNU/Linux everywhere through
         paper and web publications, irc and other mechanisms.
     6.  Forming a group of users, programmers, developers for Debian with
         students and colleagues here.

2. Philosophy and Procedures
-----------------------------
   Kapil has a very good understanding of Debians Philosophy and
   Procedures. He answered all my Questions about Social Contract,
   DFSG, BTS etc. in a good way.

3. Tasks and Skills
-------------------
   Kapil is Maintainer of elvis, par, swish++, tex4ht, and pngcrush and
   Comaintainer of edbrowse, all Packages in Debian (sponsored by Amaya
   Rodrigo Sastre, Russ Allbery, Christoph Berg, Andreas Tille and myself)

   He also answered my other Questions regarding T&S without problems.
