   Applicant writes:

I am a 22-year-old computer science student studying at University of
Otago, New Zealand. My initial exposure to free software came through
using GNU/Linux starting in 1998 with Mandrake, and then Debian from
late 2000 onwards. After discovering the freedom offered in such
systems I started to get involved in free software projects, such as
GNU Enterprise, and DotGNU. I wish to join Debian in order to help build
a free software community & distribution, giving back some of the time &
effort I've saved by using such software.


2. Philosophy and Procedures
-----------------------------
Andrew has a good understanding of Debians Philosophy and
Procedures. He answered all my Questions about Social Contract,
DFSG, BTS etc. in a good way.

3. Tasks and Skills
-------------------
Andrew has been involved in the Debian GNU/Hurd community for years, and
is a member of the GNU project, where he does a variety of tasks.
He is mostly involved in the dotGNU project, and has maintained packages
related to Portable NET for a long time. As of this writing, the main
pnet packages are not available in the Debian archive due to an
"upstream missfeature" that made the pacakging quite inconvenient, but
luckily this has been resolved very recently and packages should be
ready for upload very soon. He also maintains treecc (used by pnet) and
gnue-* packages.

The packages are well done and in a good shape, and he's been responsive
to bug reports since he maintains them.

He answered questions on T&S in a good manner too.

4. Recommendation

   I recommend to accept him as a Debian Developer.
