Identity
--------

No Debian developers lives close to Rene, so I accepted his signed
passport.  However, I have put Rene in contact with another NM
applicant who has already been approved by his AM.  They will meet
for key signing soon.  Hopefully one of them will meet another
developer, so they will be integrated in the web of trust.


Philosophy & Procedures
-----------------------

Rene has packaged 'moria' which is non-free.  He could explain the
problems with the current license (and tried to get the license changed
which is not easy because upstream has vanished).  Rene knows the
difference between free speech and free beer, and knows about main,
contrib and non-free.  He summarized the Social Contract and the
DFSG, understands them and agrees with them.  Rene also knows how the
bug tracking system works.


Tasks & Skills
--------------

Rene has posted an ITP for moria and his sponsor, Tony Mancill, has
uploaded the package already.  Tony says, 'Rene did a pretty good job
with moria.  He's not as "polished" as some of the applicants I've
worked with, but he is definitely competent enough to be a Debian
developer.'  I looked at the package myself, and spotted some minor
problems (which have been fixed in the meantime).  Overall the package
looks good.


Recommendation
--------------

I recommend that Rene be accepted as a Debian maintainer.
