NM website changes

G'day,
  More changes to the NM website.

  * AM login fields can be up to 32 characters (same as utmp) and are
    now variable-length character string rather than the very annoying
    to code fore fixed length string.
  * Front Desk can now change an AM's login.  Doing this change also
    updates the applicant's table so the manager change changes over
    as well.
  * Website checks for nukll/blank maintainer before trying to email
  * them.
