mirror submission form tightened

Hi,

Due to an increasing amoung of HTML FORM spam, I've made the mirror
submission script try to connect to HTTP and FTP sites/URLs submitted
and find the project/trace/ftp-master.debian.org file.

This means that:
* we should hopefully not get any spam via that any more
* we should hopefully get only valid submissions via the script
* it's impossible to submit a site to which cgi.debian.org cannot connect
  to fetch those bits
* cgi.debian.org will be making a connection or two to a few spam sites,
  but will generally produce a 404 (or a 302 at best)

I think this is a good compromise. It probably should have been done ages ago.
