If you use
 http://honk.physik.uni-konstanz.de/linux-mips/kernels/kernel-patch-2.4.19-mips_2.4.19-0.020911.1.woody3.tar.gz
and kernel-source-2.4.19-8 + gcc 2.95.4 it should build fine (+ you have
all the recent security isses fixed). I had some problems with gcc-3.3
miscompiling linux 2.4.21 which I didn't find the time to sort out yet.

You can check this yourself:
agx@zoidberg:~$ strings vmlinux-2.4.19-r4k-ip22 | grep gcc
Linux version 2.4.19-r4k-ip22 (root@merlin) (gcc version 2.95.4 20011002 (Debian prerelease)) #1 Mon Jun 9 17:04:54 CEST 2003
for the images built from the above patch and for unstable:
