Seems to be too late - Joey has just announced the availability of 3.0r1.
BTW, we seem to have a version problem again. From your changelog:

 * actually 2.4.19-0.020911.2 recompiled for woody (rediffed against
    kernel-source-2.4.19-4)

It looks like kernel-source-2.4.19-4 is not available any more in the 
archive and 3.0r1 does not even seem to include kernel-source-2.4.19 
at all - at least it is not listed when I search for it on
packages.debian.org in "stable". A currrent mipsel Packages.gz from
ftp.debian.org lists the only occurance of "kernel-source-2.4.19" 
as "Recommends: kernel-source-2.4.19" in kernel-patch-2.4.19-mips.
There is a kernel-source-2.4.19-0woody.3 in the archive, but the patch
does not apply cleanly against it.

Joey - is kernel-source-2.4.19-0woody.3 the "official" 2.4.19 package
that should have become part of 3.0r1?

Besides that the util-linux maintainer has not yet reacted to my mails
regarding an update of util-linux for woody (which is required in conjuction
with kernel 2.4.19 on mipsel, for details please see bug #163851). The
current unstable util-linux contains the fix. LaMont, please tell me
whether you are going to upload a fixed package yourself or whether an
NMU of util-linux with the patch from bug #163851 to woody-proposed-updates
is ok for you.
