Request For Sponsor (RFS) or we could say Ready For Sponsor in the eyes of the uploader. If ready and uploaded to Debian Mentors, I would think that it should be targeted at a distribution pocket as this is the only way it can be correctly built against and tested. This is a neat way to do things and I feel correct for a dsc upload. Working out of Version Control System (VCS) I think we should also target a distribution pocket for the same reasons above. An RFS can be filed pointing to VCS rather than a Debian Mentors upload. Once everybody is happy you then tag it. Could people take ownership of RFS bugs, then nobody will touch it.
