Pseudotransition



Hello,

There is a new release of my package libzxcvbn which has an ABI break,
though upstream failed to bump the SONAME in the Makefile.  However, the
only package in unstable that links against libzxcvbn is
libghc-zxcvbn-dev, which is also my package (there is also keysafe, but
that's in experimental).  libghc-zxcvbn-dev does not require any code
changes to work with the new version of libzxcvbn: just a rebuild.

Would I be violating the transition freeze if I uploaded a new version
of libzxcvbn and then requested a binNMU of libghc-zxcvbn-dev?  Does
this actually count as a transition when it is only two involved
packages, both maintained by me?
