An upstream-blessed stable release is often a good indicator of an
appropriate version to package, but it is by no means required.
Ultimately, the Debian package maintainer (and their sponsor) is
responsible for ensuring their package works on Debian and choosing
the right version to provide the best experience for Debian users. So
if a random VCS snapshot works, that is perfectly acceptable.

That said, Debian has promised to take actions that benefit the rest
of the Free Software community too, so it would be better if upstream
could be convinced to bless a particular revision as stable with a VCS
tag at minimum so all distros could share the knowledge of which
revisions are appropriate to package.
