to be clear, NMU rules are the usual ones, e.g. NMU if no maintainer answer in 7 days since
the bug became RC and so on

so, I guess 7 days for most of them would be an acceptable delay :)
(unless the maintainer gives an "please go ahead" answer, or we can team upload some of

ok, so if you can provide a patch for all the failing packages, I'm sure -release team
will give a really quicker ack for the transition :)
