Not sure. The translators seem active: https://bazaar.launchpad.net/~wicd-devel/wicd/experimental/changes/954?start_revid=954 There seems no code change since March anymore. But that's less than a year ago, so it's hard to say.
well, i have to admit i haven't checked the activity before applying for the maintainership - but it's not very encouraging for me as a potential maintainer to see upstream doubting their dev activity and additionally seeing not very much activity in the project. :/
the "Launchpad automatic translations update." seem to be not started by translators, so i'm not sure if that counts as project activity^^
