You're uploading to ftp.upload.debian.org and not to mentors.d.n.

Quoting from the page you cited above:

`dput mentors your_sourcepackage_1.0.changes'

(note the 'mentors' which refers to the name in the ~/.dput.cf)


(ftp.upload.debian.org will remove your upload attempts
automatically.)
