Hi, ask the current maintainer to add you, upload

on mentors [1] and ask for a RFS (you can see the template once the package has been uploaded)

You should also understand *why* the current maintainer/developer can't upload anymore...
expired key? he got removed? he isn't interested anymore?

anyway, you can also do the job by yourself, and upload on mentors.

In the RFS bug add a link to an existing discussion (public) where the maintainer answered you
something like

"I can't upload because of, but feel free to add yourself and ask for a sponsor"
