Add the repacksuffix option, e.g.:

version=3
opts=\
dversionmangle=s/\+dfsg//,\
uversionmangle=s/$/+dfsg/,\
repacksuffix=+dfsg \
http://heasarc.gsfc.nasa.gov/FTP/software/lheasoft/fv/ \
fv(.+\..+)_src\.tar\.gz
