There is a tool grml-debootstrap (in Debian) and using that tool, at
least creating Debian images isn't very difficult.

I haven't looked yet so much what tools other distributions offer for VM
image creation.

Yes. There is the .ova and the user has to decide if they want to import
the new .ova or do that later. Downloading the .ova image doesn't do
anything on it's own, only when it gets used it creates a virtual
machine description file and .vdi image in /home/.
