At least for Debian proper that's highly unlikely, because you'd need to
build the image from source and make sure its DFSG compliant, which is
pretty hard to show for full disk images.

If you want to do it yourself and put it to a private repository, there
is nothing to stop you. In fact, it's easy just to install an image to
any given location through a package. However, be aware that updates in
the package /will/ overwrite the image, and that's typically not what
people expect when they start to write to virtual machine disk images
during the guest system runs.
