I gave it a quick look:

+  * debian/control:
+    - Bump Standards-Version to 3.9.2

This is not appropriate for an NMU.

+    - Added Vcs-Browser and Vcs-Hg, removed Vcs-Bzr

Uh? This is incorrect. Vcs-* fields are supposed to point to Debian 
packaging repository, not upstream repository. 

+  * debian/copyright:
+    - Conform to DEP-5: Machine-readable debian/copyright

This is not appropriate for an NMU.

+  * debian/watch:
+    - Add `debian uupdate` after the URL

Heavens forbid!

+    - Remove comments from helper tool

This is not appropriate for an NMU.
