Both issues are fixed in the new revision 5 of the package. The package now 
does build on a minimal chroot (plus build dependencies, of course). I also 
changed the source extraction target to --strip=1, as suggested by Jakub Wilk.

The new dget URL is:
 dget -x http://mentors.debian.net/debian/pool/main/p/python-mimeparse/python-
mimeparse_0.1.3-5.dsc

... and I still very much hope to find a sponsor for that package! :)
