DEP5 says "The last paragraph that matches a particular file
applies to it." So here you have a first para that does not apply
to the only file it lists.

I think that the way to handle this case is:

Files: gtk/core_math2.cc
Copyright: 2004-2010, Thomas Okken
           1993, Sun Microsystems, Inc.
License: GPL-2 and other
Comment: Mostly GPL-2, but one function is licensed differently.

License: other
 Permission to use, copy, modify, and distribute this
 software is freely granted, provided that this notice
 is preserved.

License: GPL-2
 See /usr/share/common-licenses/GPL-2.
