the right way is to close the bug with the correct version information, either
by sending an email to the NNNNNNfirstname.lastname@example.org email with an
appropriate pseudo-header, or by sending an email to email@example.com,
again with the version information.
Then, for the changelog I think that it is a matter of taste. I am not aware of
one piece of our infrastructure that documents that amending changelogs would
break it. In that particular case, I think that it will not hurt if the
information is corrected.
