If you want to build a change file with only a source package, then just
give the -S option to dpkg-buildpackage.  It's got nothing to do with dput
-- it just uploads what you ask it to via the contents of the .changes. 
That's why there's no bug reports about it -- because it's not a bug.

I don't know what m.d.n's policy on the matter is as far as requiring binary
packages, but it's fairly unlikely that they'll be able to process your
upload without a .changes file, so you really don't want to stop uploading
that.  Given that it's normally about 2kB, it's hardly a great saving
anyway.
