I just had another look at your package. The files under m4/* are not under the GPL:
Copyright (C) 1995-2007 Free Software Foundation, Inc.
This file is free software; the Free Software Foundation
gives unlimited permission to copy and/or distribute it,
with or without modifications, as long as this notice is preserved.
This file can can be used in projects which are not available under
the GNU General Public License or the GNU Library General Public
License but which still want to provide support for the GNU gettext
functionality.
According to a recent thread on debian-policy, it may not be necessary to
document them. But the final decision is in the hand of the archive
administrators when your package is sponsored for the first time.

If the files in intl/* are unused, then actually the above might apply as well.
But I recommend to document their copyright and add a comment explaining that
they are not used, in order to show that you actually verified that there
is no problem and save other people's time.
