I'm not a DD, but I am very opinionated.

If you have a "fix" prepared but don't want to upload a new version 
immediately, file a bug to prevent the "broken" package from migrating to 
testing.

That way you can batch small fixes without torturing testing users or having 
to do an upload to testing (good luck when it's not freeze time).
