No: are you missing a flag when you build the binary file in your

Read the documentation and manuals for dh_install, dh_movefiles,
dh_installdocs, dh_link and dh_installdirs.
Then create a binary package entry for jconv-fx in debian/control, and
some jconv-fx.* files.
In fact, read the documentation for *all* the debhelper tools.
