You need to ascertain exactly what license terms you will be
redistributing the work under, and complete this field appropriately.

This is also a precondition for the ‘debian copyright’ file: you need
*all* applicable license terms for all parts of the work specified in
that file.

Drop the “written as PHP extension from the synopsis”, that's clear
both from the package name and (presumably) the long description. It
can also be added with debtags.

Phrase the synopsis as a noun phrase as it would appear in the middle
of a sentence (not capitalised like the start of a sentence).

“extremely fast and flexible” is uninformative hyperbole. What in
particular is the advantage of this package over the many other
template engines in Debian? Communicate that in the synopsis.

You will also likely get more specific interest if you include the
package full description in your RFS message. (Open question: Why is
this not requested as part of the RFS template?)
