This is incorrect. There is no problem whatsoever with mixing GPLv2 or
later with GPLv2 only. However, you should not misconstrue the
situtation in the copyright file by indicating which parts are GPLv2
only and which are GPLv2 or later.
[There *is* a problem with GPLv2 only and GPLv3 or later, but that's a
separate issue.]
