Unclearly phrased. Try this:

The reason to remove the images from the 'povray/' directory is that
you can't provide the corresponding source (because then the package
isn't buildable with only software from 'main'), and DFSG §2 requires
corresponding source for the package.

So, the only way to satisfy these requirements simultaneously is to
not include those images in the package (source or binary) at all,
until the situation improves.
