Using 0.9.0-0 or 0.9.0-1 is convention (everything before the hyphen
should be upstream's version, everything after is the Debian package
revision). Using a multipart package revision such as 0.9.0-1.1
implies a non-maintainer update to the maintainer's 0.9.0-1 package.
I recommend a re-read of the Debian New Maintainers' Guide
(available in the documentation area of the Debian website or in the
maint-guide package).

Software distributed under the OSI Artistic License (mentioned from
the project's README) is generally considered free to go into
Debian's main section. Do not confuse this (as you appear to perhaps
have done) with the Creative Commons licenses, some (most?) of which
are considered problematic for inclusion in main.
