As a debugging effort, I suggest you try performing the build-process
manually: log into your chroot (pbuilder login) and install your
library inside it with apt-get <lib-pkg>. Also install any other
build-dependencies. Now have a look at whether the include files are
installed where they should. Copy the source package of the application
into the chroot, and try building it.
