As far as I understand it, it would be completely allowed to put an
exception in your library code to allow linking to a specific binary,
just as it is (according to the FSF) not allowed to link a GPL binary to
a non-GPL-compatible library if there is no exception.  Thing is, who
would write an exception in the license of a library only for a binary?
 It can happen of course, but it doesn't sound like something that
happens a lot.
