Just as any architecture-independent package. Why not have a look at one
existing example (apt-cache --names-only search ^doc-).

One problem with many of the -doc packages is that they are part of multi-packages (e.g. libtool and libtool-doc are built from the same source package). devhelp-books is an example of a doc-only package.
