To upload the pacakge you have to be a DD (debian developer) or get a sponsor (I.e. a DD which likes your package). To become a DD you have to fulfill a number of requirements which are stated in the new maintainers guide. In principle they are: * Agreed and understood the policy and social contract. * Been properly identified. * Proved that you are skilled enough. This can for example be done by packaging a nice tool or by fixing bugs in a orphaned package (with an intent to take it over). Whis process will probably take a month or two depending on your luck and your skills.
