Why would you want to do that ?
Ask yourself why such a message is required in the first place.
Do you demand that every sysadmin who upgrades that specific
package to edit the config file?
I would say, noting the change in the changelog is enough,
and maybe a pointer in README.Debian.
debconf is usually only shown once, and sent to the trash.
And it is annoying to see too many notes.
