Well, very often upstream distributes package foo as dir foo only, not
as foo-1.2.3, so you have to repackage it anyway, or am i missing
something ?

Especially since some random tarballs don't install in a subdirectory.
Maybe there is even tar option that helps you do it directly, read the
manpage.
