Read practically all the links in http://www.debian.org/devel/ if you
are to make package for Debian.

Josip's  "Debian New Maintainers' Guide" is available as:
http://www.debian.org/doc/maint-guide/ (Released version)
http://www.debian.org/doc/manuals/maint-guide/ (CVS version)
Package: maint-guide (or translation  maint-guide-fr)

I think developer reference is must-read if you think about packaging
for other people.
