ja_JP.eucJP is recommended by Japanese-Locale-Policy (released
by Linux Japanese Locale Working Group, on 15 Dec 1999).

Japanese developers must have complied with this policy.
BTW, LI18NUX Locale Name Guideline [Version 1.0 -- 2002-03-07]
