It would be preferable if you could, h2ph is already quite contorted.

    #define __NR_iopl               /* 110 */ "not supported"

would work, although perhaps you could use a value which would cause
sys_syscall to return -ENOSYS.

lintian should also probably be changed to use POSIX::_exit rather than
the syscall.
