Have a look at http://www.debian.org/devel/wnpp/ for information. An
orphaned package is one with no current maintainer. An adoptable
package is one which is looking for a new maintainer, which includes
both orphaned packages and other packages which are still maintained
but which the maintainer wishes to hand on to someone else.
