I think what you are looking for is transition documentation [1], particularly "The work flow" section. I can help you with the initial upload to experimental (needs DD rights), later steps we can do together.

In the mean time I will try to update all packages depending on libcifpp.

Great. Actual uploads should wait for ACK from the release team, but preparing beforehand is much needed.
